The Immigration Service has announced that its policy memorandum addressing whether designated representatives are authorized to sign a petition on the petitioner’s behalf will not be implemented at this time. The Service plans to undertake a policy review initiative to determine whether any policy change on this issue is needed, and has also announced it will soon publish interim guidance addressing an attorney’s permission to sign certain petitions on the petitioner’s behalf, permission to sign on a minor’s behalf, and when a signature stamp may be used.
